High Secure Mental Health Unit for Women

On 11 August 2024, the Cabinet Secretary announced that (at last) a high secure forensic mental health unit for women would be set up at The State Hospital. This follows much pressure to implement the findings from the Independent Forensic Mental Health Review final report which was published in February 2021.

Mental Health Support in Scotland's Prisons 2021: Under-Served and Under-Resourced

On 28 April 2022, the Mental Welfare Commission published a themed visit report entitled ‘Mental Health Support in Scotland’s Prisons 2021: Under-Served and Under-Resourced’. It advised that little had changed in relation to the outcome for prisoners’ mental health since the last themed visit in 2011 and that passing responsibility from SPS to NHS had offered no discernible improvements. It reiterated that seriously and acutely mentally ill people were still being housed in prisons instead of in hospital-based care.

Review of Forensic Mental Health Services in Scotland Final Report

On 26 February 2021, the final report into the Review of Forensic Mental Health Services in Scotland was published. Echoing numerous calls from the NPM and HMIPS (including in the recent Liaison Visit to HMP Cornton Vale), it recommended that a high secure service should be opened for women in the State Hospital. Unusually, it gave a timescale for implementation, noting that this should be done within nine months of the report’s publication. We will be keeping a close eye on progress.
