HMIPS Strategic Plan 2022-2025

During November His Majesty's Inspectorate of Prisons for Scotland (HMIPS) published its Strategic Plan for 2022-2025 which interestingly, included a strategic objective to develop a methodology for unannounced inspections of prisons.

HMP Shotts: Full Prison Inspection

On 2 November 2022 a full inspection report of HMP Shotts from May 2022 was published. Areas of concern included: delays in progression; insufficient pre-release preparation; lack of stability in senior management positions; poor rating of patient care; staff shortages; and a high incidence of substance related issues.

For the first time it included a pilot pre-inspection survey with prisoners, which included some concerning findings e.g. 46% of respondents reported having witnessed staff abusing, threatening, bullying or assaulting another prisoner in the prison; 77% of respondents reported that the complaints system worked ‘quite’ or ‘very’ badly; and 49% of respondents did not know how contact an Independent Prison Monitor (IPM).

HMIPS Liaison Visit to HMP Greenock

On 29 July 2021, HMIPS published a report on its Liaison Visit to HMP Greenock. It made a number of criticisms, many of which were related to the ageing building and its leaking roof; lack of accessible cells; and progression, specifically lack of opportunities, backlog of paperwork and unsatisfactory slow processes.

HMIPS Liaison Visit to HMP Castle Huntly

On 27 July 2021, HMIPS published a report on its Liaison Visit to HMP Castle Huntly. Its criticisms focused on the need for substantial modernisation and improvement to the accommodation blocks and the need for more single cells. It also pushed for the reintroduction of communal dining.

HMIPS Liaison Visit to HMP/YOI Grampian

On 4 March 2021, HMIPS published their report on a Liaison Visit on 4 and 5 November 2020 to HMP/YOI Grampian, which advised that “the backlog in prisoners awaiting offender behaviour programmes is a serious concern; we urge the SPS HQ to address this as quickly as possible and continue to ramp up opportunities for progression across the prison estate”. Since then, a Liaison Visit to HMP Glenochil has highlighted the same concern: “The SPS and HMP Glenochil similarly need to develop a coherent plan to maximise availability and delivery of offender management programmes and address the assessment and programme backlog”. This a recurring theme which we highlighted in our recent letter to the Justice Committee.
